After nearly five years in his post, China’s ambassador to Canada, Cong Peiwu, has left his diplomatic role, marking the end of a tenure marked by escalating tensions between the two nations. News of Cong’s departure was confirmed by a representative for Global Affairs Canada, though China’s embassy in Ottawa has chosen not to comment on the matter.
The relationship between Canada and China has endured significant strains in recent years, with issues ranging from alleged election interference to high-profile detentions dominating headlines. Concerns about Chinese interference in Canadian elections have fueled mistrust, leading to a public inquiry into foreign meddling, with China primarily under scrutiny. Prime Minister Justin Trudeau, while testifying last week, asserted his belief that China’s attempts did not sway the outcomes of Canada’s 2019 or 2021 elections.
However, Trudeau acknowledged the challenging backdrop against which these elections occurred, notably the prolonged detention of two Canadians, Michael Spavor and Michael Kovrig. Their arrest in China, widely seen as retaliation for Canada’s detainment of Huawei executive Meng Wanzhou on a US extradition request, strained bilateral relations. The duo was only released in September 2021 following Meng’s deferred prosecution agreement with US authorities.
Cong’s departure coincides with Deputy Foreign Minister David Morrison’s visit to China, signaling ongoing diplomatic efforts despite the ambassadorial shift. Foreign Minister Melanie Joly, since her appointment in late 2021, has yet to visit China but has emphasized a commitment to “pragmatic diplomacy,” seeking engagement even with non-like-minded countries.
The departure comes against the backdrop of diplomatic tit-for-tat actions between the two countries. Last year, Canada expelled a Chinese diplomat over allegations of targeting a Canadian lawmaker and his family in Hong Kong, prompting a reciprocal expulsion from China. In an interview with Bloomberg News during that period, Cong expressed China’s desire to restore the relationship to a positive trajectory, urging Canada to avoid further provocation or confrontation.
Despite diplomatic tensions, Cong affirmed China’s commitment to engaging in Canada’s domestic critical minerals sector, despite Trudeau’s efforts to tighten regulations on foreign investment. This departure marks a transitional moment in Sino-Canadian relations, with the incoming ambassador facing the challenge of navigating a complex diplomatic landscape amid enduring tensions.
