The award celebrates Punjab’s pioneering efforts in harnessing technology to enhance transparency, improve administrative efficiency and ensure last-mile delivery of public services. The honour was received by Director, Governance Reforms and Information Technology, Vishesh Sarangal, on behalf of the state.

Officials said the recognition reflects a sustained drive to create a transparent, paperless and accountable administrative framework. Over the past few years, Punjab has steadily integrated technology into governance systems, reducing red tape and significantly cutting processing times for essential services.
One of the state’s most notable innovations is a first-of-its-kind tele-service platform that enables residents to access more than 430 government services simply by dialling helpline number 1076 from their homes. From applying for certificates to availing welfare benefits, citizens can now complete multiple processes without visiting government offices.

The digital overhaul has extended to the grassroots level. Sarpanchs, nambardars and municipal councillors have been empowered to verify applications online, streamlining approvals and eliminating unnecessary paperwork.
With the successful onboarding of patwaris and other field staff into the online system, Punjab has processed over 12.5 lakh applications digitally. The integration has resulted in an exceptionally low pendency rate of just 0.33 per cent — a figure officials describe as a benchmark in public administration.

Citizen engagement platforms such as M-Sewa and Connect Punjab have further strengthened service delivery. These unified mobile solutions allow users to track their applications in real time, lodge grievances and provide feedback directly through digital channels.
